PALM VILLAS AT STATE APARTMENTS PH I – CITY OF HEMET, CA
SOLICITING PUBLIC WORKS, SECTION 3, MBE, AND WBE SUBCONTRACTORS FOR ALL
BUILDING TRADES
Summary of Work: Palm Villas at State (the "Project") is a new construction 109-unit
affordable multi-family project. The Project is comprised of five three-story residential buildings
containing 24 units each, one two-story community building containing a manager's unit,
community mail room, community laundry, and one one-story maintenance building. The
construction of the Project is to be Type VB Sprinkled (SM) with the foundation being slab-on
grade, walk-up low-rise buildings. This project has State of California Prevailing Wage
requirements (labor codes 1720 et seq.), Federal Davis-Bacon Wage requirements and U.S.
Department of Housing and Urban Development (HUD) Section 3 regulations (24 CFR 135). It is
being developed by Hemet PV Partners LP. The project will begin construction in November
2026 for approximately 21 months. The bid due date is August 15th, 2026.
Prequalification/Requirements: The bidder shall be a licensed contractor pursuant to the
Business and Professionals Code and be licensed in the applicable classifications for the trades
for which the contractor is submitting a bid, and must be registered as a Public Works
Contractor with the Department of Industrial Relations. The bidder represents and warrants
that all subcontractors and sub- subcontractors shall always be properly licensed and registered
during performance of the Contract. The Project is subject to prevailing wage requirements as
prescribed by the State of California Department of Industrial Relations ("DIR"), California Labor
Codes 1720 et seq., as well as Federal Davis Bacon prevailing wage requirements. This Project
receives public funding assistance from State and Federal government sources and must meet
both State and Federal requirements for prevailing wages. Current State determinations for

Current Federal determinations for reference can be found at: https://www.sam.gov. The
wage determinations are subject to updates and potential increases prior to project start,
change throughout the course of the project, and are provided for reference only. It is the
Contractor's responsibility to determine the current and applicable wage rates for all job
classifications. The project is also subject to the requirements of Section 3 of the Housing and
Urban Development Act of 1968. Preference will be given to local Section 3 businesses for
contracting when applicable. This project is actively seeking bids from MBE/WBE
subcontractors.
Bid Instructions: Bid the project per the plans and specifications. Provide all suggestions for
alternates and value engineering as alternates with pricing. Any "or equals" need to be identified
in the bid if the specifications reference this. Any acceptable "or equals" shall be in contract
agreement. List all Qualifications, Exclusions and Assumptions on a separate sheet in excel. MultiFamily Builders Inc reserves the right to reject all bids or to waive irregularities in any bid. Please
